
North Precinct Officer Tina Smith’s routine traffic stop of a car at 3 a.m. Sunday in Madison led to the arrest of a suspected child rapist.
Smith stopped the vehicle on North Gallatin Pike near Duling Avenue for traveling without its headlights on. The driver, who did not have a license, identified himself as Jose Fransisco Rodriques. Smith could not confirm the name and physically arrested the man for driving without a license and having an open bottle of beer. Once at booking, the driver’s fingerprints were found to match those of Raul Murillo, 25, who was arrested for domestic assault in 2004. Officer Smith then discovered that Murillo was wanted on an outstanding grand jury indictment charging one count of child rape and four counts of aggravated sexual battery involving his girlfriend’s seven-year-old daughter.
“Officer Smith’s outstanding police work shows once again that you never know who you might encounter during a stop for a minor traffic violation,” Chief Ronal Serpas said.
Murillo, who is also charged with criminal impersonation for giving Officer Smith a false name, is being held in lieu of $64,000 bail.
